NEWS; US to cut 40,000 soldiers from Army

 
The US Army is to cut 40,000 soldiers from its ranks over the next two years at home and abroad, a defense official said, in a move that will raise doubts about its ability to fight wars.
Under the cost-cutting plan, the Army will be down to 450,000 soldiers at the end of the 2017 budget year, even though in 2013 it argued in budgetary documents that going below 450,000 troops might mean it could not win a war, USA Today said.
By comparison, the Army swelled to 570,000 men and women during the peak of fighting in Iraq and Afghanistan, the newspaper said.
Some 17,000 civilians working for the Army will also be laid off, the official told AFP, confirming the USA Today report.
The paper quoted a document it had obtained and said the cuts are being made to save money.

NEWS: Only 60 Syrians trained to fight ISIL – US

The US has only trained about 60 Syrian opposition fighters to battle the Islamic State of Iraq and the Levant, far below expectations, Defence Secretary Ash Carter has told Congress, citing rigorous vetting of recruits.
The programme, which launched in May in Jordan and Turkey, was designed to train as many as 5,400 fighters a year and seen as a test of President Barack Obama’s strategy of engaging local partners to combat ISIL fighters.
Carter’s acknowledgement on Tuesday of the low number of recruits will give ammunition to critics who say Obama’s strategy is too limited to have any influence on Syria’s conflict.
“Given the poor numbers of recruited and trained Syrian fighters thus far, I am doubtful we can achieve our goal of training a few thousand this year,” said Republican Senator John McCain, the chairman of the Senate Armed Services Committee.

No IT skill, no promotion, Enugu tells teachers

The Anambra State Government has said that from January 2016, teachers in the state who are not computer literate will no longer enjoy promotion.
The state Commissioner for Education, Prof. Kate Omenugha, said this in a press briefing in her office in Awka on Tuesday.
She, however, explained that the state government’s policy on laptop acquisition by all teachers in the state was not mandatory for the teachers.
Since the policy was introduced, most teachers had been complaining that government was forcing them to buy laptops at N90,000 each.
But the commissioner said the implementation of the computer policy for teachers was a national issue, adding that the National Council on Education, at its 58th meeting in February 2012, decided that adequate number of computer laptops should be supplied to teachers in the country with soft loan provided by the government.

Omenugha said the present administration in the state merely decided to implement the policy as part of measures to improve the quality of teaching and learning in the state.
She said, “There has been misinformation and misconception, with bad blood being generated on the policy of one-teacher-one-computer. When the NCE took the decision in 2012, it was binding on all states and because of the forward-looking nature of the present administration, we decided to implement it.
“When we took over, the state government evolved a blueprint on the implementation of the one-teacher-one-laptop policy and by January 2016, every teacher in the state must be computer literate, otherwise there will be no promotion for non-computer literate teachers.
“Similarly, any new teacher to be employed in the state must be computer literate. What we promised Anambra State people is to give our children an education that is competitive and no pupil can rise above his teacher that is not computer literate, a situation we do not want.
“We made it clear that teachers should key in into the programme voluntarily. It is not mandatory, contrary to what many people are insinuating. We know that making changes often come with resistance, but this is one change that is important for the future of education in our state.”
Omenugha, however, said that the state government would not punish any teacher that did not have a laptop by January 2016 but she insisted that any of them that was not computer literate at the end of this year would not be promoted.

Ex-Health minister loses case against Ebonyi gov

A Federal High Court in Abakaliki, the Ebonyi State capital, has struck out a suit seeking to invalidate the November 1, 2014 congress of the Peoples Democratic Party leading to the party’s primary that produced Governor Dave Umahi as its candidate for the April 11 governorship election in Ebonyi State.
Umahi had thereafter won the election on the platform of the PDP and sworn in as the governor of the state.
But a former Minister of Health, Prof. Onyebuchi Chukwu, had approached Justice Maureen Oyetenu, challenging the PDP congress and the primary that Umahi won.
Chukwu, who claimed that the PDP’s governorship primary in Ebonyi State conducted on November 8, 2014 did not comply with the Electoral Act, had prayed the court to declare Umahi’s emergence as the PDP governorship candidate for the state as null and void.
In a judgment on Tuesday, however, Oyetenu struck out Chukwu’s suit, holding that the failure of the former Health minister to participate in the said primary robbed him of the locus standi to challenge the legality of same.
The judge, however, faulted the argument of Umahi’s counsel, Chief Offordile Okafor (SAN), that the court lacked jurisdiction to entertain the suit.
According to the judge, the court was competent to entertain complaints from a party’s primary conducted in breach of due process.
Responding to the court’s verdict, Okafor said it was victory for democracy.
However, the counsel who appeared for Chukwu in court on Tuesday, Nnaemeka Ajiukwu, said his client was going to appeal the judgment.

Ajiukwu, who held the brief of Chukwu’s lead counsel, Chief Awa Kalu(SAN), said, ‘’The judge has done her best at this stage but we will go higher; we will appeal the judgment because our client’s forms passed through screening. He properly aspired for the governorship primary until he was muscled out of the race.”
But addressing journalists after the judgment, Umahi, who spoke through the state’s Commissioner for Information, Dr. Emmanuel Onwe, said the people of the state were delighted with the judgment, saying the will of the people had prevailed.

McKinnon said Ross feels like he is being framed because of his celebrity status.

Buhari’ll stop poor funding of NDDC says – Oshiomhole

THE Governor of Edo State, Adams Oshiomhole, has assured the Niger Delta Development Commission that President Muhammadu Buhari will stop the problem of the commission’s poor funding.
Oshiomhole explained that the current leadership in the country would enforce the statutory obligations of the Federal Government to the NDDC, unlike previous administrations.
He added that Buhari will comply with the laws guiding the funding of the commission.
The governor spoke at the Government House in Benin while receiving members of the Board of the commission who paid him a courtesy visit on Monday.
In a statement signed by the Head, Corporate Affairs of the NDDC, Mr. Toye Abosede, and issued in Port Harcourt on Tuesday, Oshiomhole explained that the people of the Niger Delta region were expecting much from the commission as a result of the challenges facing them.

He pointed out that the people of the oil-rich region were still facing the problem of oil pollution and other forms of environmental hazards.
He said, “The current leadership of the country, unlike the previous administrations, will enforce the laws concerning the statutory obligations of the Federal Government to the NDDC.
“The expectation of the people of the Niger Delta from the NDDC is very high because of the varied challenges facing the inhabitants of the oil-producing region, especially with respect to oil and gas pollution as well as environmental hazards.
“The South-South Governors’ Forum will soon meet to articulate the way forward for the region. The governors from the South-South share a common passion with NDDC for the development of the region,” the governor said.
Earlier, the Chairman of the NDDC Board, Senator Bassey Ewa-Henshaw, lamented that the activities of the commission were being hampered by funding challenges.
Ewa-Henshaw specifically said that over N800bn due to the interventionist agency had been withheld over the years, adding that N45bn ecological funds accruing to the NDDC were also outstanding.
The NDDC chairman explained that the withheld funds arose from the non-compliance with the Act establishing the commission.
Ewa-Henshaw stated that the NDDC had since inception been getting 10 percent, instead of the statutory provision of 15 per cent from the Federal Government.
He appealed to the governors of the states covered by the NDDC to push for the proper funding of the commission by the Federal Government and oil companies.
The chairman regretted that major legacy projects that would have given the economy of the region a boost had suffered because of inadequate funding.
He said that the current NDDC board inherited about 7,000 projects and a liability in excess of N1trn, including Interim Payment Certificates that were not paid.

NEWS: Boko Haram Destroyed 850 Churches



The President, Pentecostal Fellowship of Nigeria, Dr. Felix Omobude, has revealed that about 850 churches have been destroyed, with many people killed and injured through the activities Boko Haram in the northern part of the country.
Omobude stated this on Tuesday during a visit to the Oyo State chapter of the association, at the Rehoboth Cathedral, Oluyole Estate, Ibadan.
He was assisted during the visit by the founder of Sword of the Spirit Ministries, Bishop Wale Oke; Oyo State chairman of PFN, Bishop Taiwo Adelakun (of Victory International Church) and other clergies.
While condemning the renewed insurgents’ suicide bombings and other attacks, coupled with the heavy casualties being recorded, Omobude urged the Federal Government to rise up to the task of defending the citizens from the Islamic fundamentalists.

According to the clergy, peace would reign in the country when people live together without the fear of being attacked by a set of individuals. He however aligned with the approach of the Federal Government to the dialogue with the sect, if they were ready to embrace peace.
He said, “By my understanding of the government’s position, it is not that the government is going to beg the insurgents. The war against them will continue. If they say they want to talk, no government will turn deaf ears to them.
“We are appealing to our people as well as our leaders to come together and treat the insurgents as criminals, which they are truly because nobody can justify the dastardly act of bombing places of worship.
“The PFN condemns the atrocities of the Islamic sect in all ramifications. We acknowledge the efforts of the security agencies, especially since the inauguration of the new government and we appeal to the government to make the security agents comfortable so as to be able to concentrate on the task at hand.”
Omobude also appealed to Nigerians to accept displaced victims of the sect or those who were rescued by security forces back into the society. He added that the fellowship, in its effort to assist the victims of Boko Haram across all religious divides, set up an appeal fund. He said so far, over N40m have been spent on the rehabilitation of the people.
“I urge everybody around the victims to be their brothers’ keepers, by giving them any assistance necessary,” he said.
He called on Nigerians to be patient with the new government and pray for its success.
Meanwhile, the National Human Right Commission has said that Nigeria has the third highest number of Internally Displaced Persons in the world, just behind Syria and Iraq.
The commission noted that security challenges had continued to be one of the greatest threats to the country.
The Chairman of NHRC, Prof. Chidi Odinkalu, raised the alarm in Abuja while delivering a keynote address entitled, “Good governance beyond 2015: Setting agenda for inclusive and sustainable development in an era of change.”
He said this at the national conference which ended on Tuesday in Abuja.
The event was organised by the United Nations Millennium Campaign, Millennium Development Goals Office of the Presidency and Open Society Initiative for West Africa.
According to him, because of the fragility of the state and its institutions, violence has become a major cause of mortality in Nigeria, which means that the global idea of the MDGs/sustainable development goals could be threatened.
Odinkalu said, “Nigeria has the third global population of internal displacements, behind Syria and Iraq, with the possibility of internally displaced persons. Reflecting the fragility of the state and its institutions, violence has become a major cause of mortality in Nigeria, with the Heidelberg Centre’s annual conflict barometer reporting that the country was fighting two wars at the end of 2014 – in the North-East and North-Central respectively in which possibly tens of thousands were being killed.”
The NHRC’s boss stated that the MDGs and indeed, the wider project of development were themselves founded on the notions of human rights, human dignity and equality generally.
He also quoted the Internal Displacement Monitoring Centre Global Overview of 2014, which says that Boko Haram’s ruthless campaign to establish an independent Islamic state in north-eastern Nigeria also drove significant new displacement.
“It was responsible for displacing more than three-quarters of, at least, 975,300 people in the country during the year while many others fled inter-communal violence in the Middle-Belt region,” the report stated.
The IDMC report also added that as at the end of 2014, 38 million people had been forced to flee their homes by armed conflict and violence in the world. These, the report added, were living in camps within the borders of their various countries while 11 million people were newly displaced during the year, the equivalent of 30,000 fleeing each day.

Atlanta rapper Lil Scrappy is one of those critics, and he sees race playing a big part in Jenner’s acceptance.

“That situation is also a racist situation. We’re gonna go right back to race again when we talk about Bruce and Caitlyn – whatever that motherf*cker’s name is,” said Scrappy in an interview with DJ Small Eyez. “The reason I say it’s racist is because if a Black man were to do that… Come on man. Scrappy goes on to say if a Black man were to come out as transgender, the Black community would “assassinate” him. However, there are several high-profile African-American trans women such as Laverne Cox from the Netflix series Orange Is The New Black. Cox also appeared on the VH1 reality show I Want to Work for Diddy in 2008 and was a presenter at this year’s BET Awards.

Last night XXL held its annual Freshman Class concert in New York City. Unfortunately, the night was not all about celebration. G-Unit member Kidd Kidd was arrested at the event.

While Kidd Kidd was taken into custody, his boss 50 Cent showed up on stage to perform. 50 also took the time to let the audience know he would support his artist, and then threw shots at Epic Records executive Sha Money XL for not showing the same love to incarcerated rapper Bobby Shmurda.
“I still don’t exactly know what the charges are [against Kidd Kidd], but I’m gonna get him out. He’ll be out by tomorrow,” 50 told the crowd. “I ain’t like Sha Money. Bobby Shmurda still in the joint. They left the n*gga in the jailhouse.”
Shmurda has been locked up in Rikers Island since his arrest in Manhattan last December. His bail was set at $2 million for charges including gang conspiracy, weapons possession, and reckless endangerment.
“How you gonna have money in your name, and not have money to get a n*gga out?” 50 is also heard saying.
Sha Money recently told Revolt he felt Epic had done a lot to support Bobby, but it is not the company’s responsibility to bail out the “Hot N*gga” rapper.
“With 50, he bailed out [Young] Buck and helped [Tony] Yayo all the time. Those are the boutique labels, where you got that brother that’s there that feels compassion and could do things that’s not as corporate,” said Sha. “It’s not like a social worker. [Epic is] not here to worry about what happens in your private life. Those are the choices you make in your private life.”

Landslides triggered by heavy rain killed at least 21 people across India’s famed tea-growing region of Darjeeling, with more feared trapped under mounds of mud and debris, police said Wednesday.
Rescuers were digging through tonnes of sludge searching for residents after overnight landslides struck homes built on slopes in the towns of Mirik, Kalimpong and Darjeeling in West Bengal state.

“Rescuers have so far dug out 13 bodies in Mirik, five bodies in Kalimpong and three bodies in Darjeeling town,” Darjeeling district police superintendent Amit P Javalgi said.
“At least 15 people are missing in Kalimpong,” he told AFP.
Javalgi described mud and water barrelling down hills in the worst-hit tourist town of Mirik along with Kalimpong hill station further north.
“We have reports of over 100 houses getting washed away in these two towns and many people were evacuated from the sites,” he said.
“The rush of mud and water tore down everything in its path in Mirik and Kalimpong.”
He said border guards were being deployed to help with the rescue effort which was being hampered by ongoing rains in the district.
“Rescuers are digging through mud and rubble as the landslides buried scores of houses in Mirik and Kalimpong,” he said.
West Bengal police inspector-general Anuj Sharma said from Kolkata that he feared “many people” were caught in the landslides which, along with heavy rains, have also cut roads and telephone links.
Photos showed small bridges washed away or destroyed, leaving residents stranded.
Darjeeling district, a tourist attraction known for its lush green tea plantations, is some 600 kilometres (370 miles) north of Kolkata.
Floods and landslides hit South Asia every year during the monsoon season.
